At the center of this renewed movement is former Senior Associate Justice Antonio Tirol Carpio, who now serves as Chairman of the CSDU. Justice Carpio is widely known for his unwavering advocacy for constitutionalism, the rule of law, and the defense of Philippine sovereignty. His leadership signals the CSDU’s clear commitment to principled, law-based governance and to building strong democratic institutions that will endure beyond personalities and political cycles.
Serving as President is Mr. Mel Velasco Velarde, an entrepreneur, educator, and media pioneer who believes that technology, innovation, and inclusive growth must go hand in hand. His experience in business, telecommunications, and education uniquely positions him to champion policies that harness digital transformation and economic opportunity for all, not just for the few. Providing an international perspective is Mr. Francis Xavier L. Manglapus, who assumes the role of Vice Chairman for International Relations. Elected as Corporate Secretary is Atty. Alfredo B. Molo III, Senior Partner and Founder of the MOSVELDTT law firm. Atty. Molo is widely recognized for his legal excellence, reform-oriented mindset, and dedication to strengthening public institutions through the rule of law. As Corporate Secretary, he ensures that the organization’s internal processes embody the same values it promotes in public life: transparency, accountability, professionalism, and fidelity to democratic norms. His presence in the leadership team continues a long tradition of lawyers working not only in the courtroom, but also in the broader arena of civic and institutional reform.
This outstanding team was formally inducted by General Jose Almonte (Retired), a key figure in Philippine reform history and a long-time advocate of institution-building, good governance, and a renewed social contract between the state and the Filipino people. His role in administering the oath of office lends both historical depth and moral weight to the occasion, reminding the CSDU’s new officers that leadership is a duty, not a privilege, and that every public decision must ultimately serve the people.
